Joel Scheinberg


Joel is a retired businessman with a background in electronics, semiconductors, consumer electronics, start-ups and renewable energy. He has been active in various state groups including the Small Business Regulatory Advisory Commission, and New Mexico Rural Development Response Council. As a serial entrepreneur, he developed and brought to market several consumer electronics products including MP-3 and LCD monitor products. Joel has specialized expertise in marketing, sales, strategic planning and all phases of product development.

Bill Hendrickson

Executive Director

Bill has a background in Program and Operations Management, with Lockheed Martin, GE, and overseas with MidEast LTA.  He has experience in planning, budgeting, and training development and served as a former board member for the Deming, N.M. Literacy Program.  As a small business owner for computer hardware and software sales, Bills’ real world experience allows him to guide entrepreneurs through the development process to achieve economically sound development for our community.


Mike Adams

Vice President

Mike is a former board member for the Las Vegas Chamber of Commerce, and is a member of the Board of Trustees at Luna Community College. He has considerable expertise in IT and business management.

Keith Tucker


A long-time banker in the Las Vegas area, Keith has taken his experience and doctoral studies to New Mexico Highlands University and Luna Community College as a business instructor.  He has a wealth of information and contacts in northeastern New Mexico; and is pleased to once again be able to help his community by working with the many educated, dedicated, and progressive people at EDC to promote the area.



Bob Witters


Bob is a Veteran and a retired businessman with a background in electronics, engineering, high tech start – ups, business development and management. Bob has been CFO of several founder owned and founder managed start-ups in silicon Valley. A Former member of the West Las Vegas School board, Bob is currently active in the San Miguel Amateur Radio Emergency Services group that provides communications support for the County Emergency Manager. Bob has real world experience in all phases of high tech start-up business development and entrepreneurship.

Dr. Sharon Caballero

Dr. Caballero is a former president of New Mexico Highlands University and has experience in education, leadership development and budget development and analysis.  She currently serves on the board of directors for an on-line tech university specializing in cyber security.  She is knowledgeable in legislative matters and a capable communicator.  Her vast experience and contacts at the state and federal level are an asset to the EDC and the community.

Roger Gonzales

Siete Del Norte, CDC

Roger Gonzales is President/Chief Executive Officer (CEO) at Siete Del Norte. He brings to the board expertise regarding community kitchens, business development and entrepreneur development. He serves on several boards in the state dedicated to rural and community development. His experience and background give EDC clarity about venture capital opportunities.


Vince Howell

Vince is a Veteran and business owner. He has owned and operated various restaurants and brings real world skills for managing people for effective performance, operations, training, and marketing and promotions. He is currently serving as a Las Vegas City Councilor, and board member for Kiwanis, Juvenile Justice Continuum, Northern Area Workforce, and Alta Vista Regional Hospital. In addition he is the Chair for Performance/One Stop.

Tim Leftwich

Business Owner and Co-founder of G.L. Environmental, Tim is an environmental professional and natural resources manager with over 30 years’ experience directing and managing multi-disciplinary environmental projects. His emphasis is in public policy issues, program planning, corporate development, and project management. Tim brings an infectious enthusiasm to the Board with fresh ideas, and energy to support the EDC mission

Denise Gallegos

Denise Gallegos is President and one of the founders of GL Environmental, Inc. For over a decade her company has assisted clients in achieving a balance between environmental stewardship and sustainable development. Her experience working with both state and federal regulatory agencies in both New Mexico and Colorado provides insight into the challenges faced when planning for development , and as a board member at Alta Vista Regional Hospital. She has also served as president of the Las Vegas Chamber of Commerce.

Les Montoya

Les is the current Mora San Miguel Electric Coop Manager.  Les has served as the San Miguel County Manager and also the manager for the City of Las Vegas.  Les brings a wealth of knowledge about the functioning of City and County governments

Bobby Quintana

Bobby Quintana is a businessman with experience in ranching and land stewardship.  He is a member of the Community 1st Bank Board of Directors.


Larry Rose

Larry is a retired post-secondary educator (CNM) and currently a Geographic Information Systems Analyst (GIS) at Mora San Miguel Electric Coop, with expertise in public/private sector cooperative endeavors. He actively reviews and evaluates foundation/community grant application submissions. He has completed the Technology Ventures Corp. (TVC) Center for Commercialization & Entrepreneurial Training (CCET) Seminars.

Cisco Rubio

Cisco is active in several community organizations, and currently serves on the Board of Directors at Alta Vista Regional Hospital.

Wayne Sonchar

Wayne is the owner of BTU Building Materials, and BTU Block and Concrete. He is also the current president of the New Mexico Trucking Association which brings a great deal of transportation experience to our Board. Wayne also serves on the Board of Alta Vista Regional Hospital. He has served as the former president of the Las Vegas Chamber of Commerce and the EDC.

Dr. Bill Taylor

Dr. Taylor has worked extensively in senior levels of government, for the cities of Chicago, and Albuquerque, the New Mexico Legislative Finance Committee, and the United States Treasury.  Most of his work in government has been in applied economics and public finance.  Dr. Taylor is currently working at New Mexico Highlands University where he has been the Dean of the NMHU School of Business, Vice President for Finance and Administration, Professor of Economics and Dean of the school of Business, Media and Technology.


Sharon Vander Meer

Sharon has previously served as executive director of Las Vegas-San Miguel EDC and as president of the EDC board of directors. She is a member and past president of Las Vegas Rotary Club. Currently Sharon serves on the Regional Water Plan Steering Committee, and as a board member at Alta Vista Regional Hospital. She has also served as president of the Las Vegas Chamber of Commerce.

Rick Vigil

Richard Vigil is one of the newer members of EDC but certainly not a newcomer to this area. Richard worked tirelessly as our State Representative and now he brings insights and legislative skills to our board. Richard has long contributed to economic development to our community by hiring many people to work in his company, RV’s Transportation, providing bus service to our city schools.



A service-oriented healthcare leader with 29 years of progressive experience in healthcare management, operations and finance. He has been active in economic development efforts in various communities serving on the board of chambers of commerce and economic development, as well as actively serving charitable organizations. Chis was Past President of Cheraw South Carolina Rotary Club, past member of the Rim Country Rotary Club, and was awarded 2007 Outstanding Businessman of the Year Payson Regional Economic Development Corporation.
